| چکیده | ||
| مقدمه و هدف: در سالهای اخیر توقف طرحهای جنگلداری و خلاء مدیریتی حاصل باعث زوال جادههای جنگلی گردیده و این مسئله بیش از پیش توجه متخصصین را به اتخاذ رویکردی بهینه جهت جلوگیری از تشدید خسارات ناشی از اجرای قانون استراحت جنگلها بر شبکه جادههای جنگلی به عنوان سرمایه ملی و زیرساخت حیاتی جنگل سوق داده است. این مطالعه با هدف اولویتبندی راهبردها از طریق ارزیابی نقاط قوت، ضعف، فرصتها و تهدیدها از نظر مدیریت جادههای جنگلی انجام شد. مواد و روشها: در پژوهش حاضر، ابتدا مجموعه مناسبی از نقاط قوت، ضعف، فرصتها و تهدیدهای مدیریت شبکه جادههای جنگلی از دیدگاه اقتصادی، فنی و اجتماعی با استفاده از تحقیقات کتابخانهای، مطالعات گذشته و نظر متخصصین و کارشناسان شناسایی شد. برای ایجاد راهبرد در مدیریت راههای جنگلی، نخست عوامل منتسب به نقاط قوت، عوامل ضعف، عوامل منتسب به فرصتها و عوامل تهدیدکننده و تعدادی معیار راهبردی بهمنظور رتبهبندی با استفاده از نظرات کارشناسان و تکمیل پرسشنامه تدوین شد. این پرسشنامهها در مجموع توسط بیست نفر شامل دانشگاهیان و مهندسان جنگل با تجربه در مدیریت راه های جنگلی تکمیل شدند. از آنجایی که تحلیل SWOT یک روش تجزیه و تحلیل و تصمیمگیری کیفی است برای کمی کردن عوامل مورد استفاده و مدلسازی، معیارهای راهبردی با استفاده از رویکردهای باکلی و چانگ، که هر دو بهطور گسترده در فرآیند تحلیل سلسله مراتبی (AHP) مورد استفاده قرار میگیرند، پردازش گردید. معیارهای راهبردی بههمراه عوامل فرعی که برای تجزیه و تحلیل SWOT تهیه میشود، با انجام مقایسه زوجی و کمی کردن آنها با AHP مدل شد. نتایج: براساس نتایج بهدست آمده وزن نقاط قوت، ضعف، فرصت و تهدیدهای مدیریت راهبردی جادههای جنگلی شمال کشور به ترتیب 43/3، 28/1، 78/3 و 13/1 میباشد. احیا کارکردهای جادههای جنگلی در عرصههای وسیع جنگلهای شمال مهمترین نقطه قوت، هزینههای بالای مرمت شبکه جادههای جنگلی و فقدان منابع مالی مهمترین نقطه ضعف، حضور مداوم و حفاظت به موقع از جنگل در برابر بلایا و تخلفات مهمترین فرصت و خطرات برنامهریزی نادرست، هزینه گزاف و هدررفت سرمایه مهمترین تهدیدی است که بهواسطه مدیریت راهبردی جادههای جنگلی شمال ایجاد میشود. بهترین راهبرد برای مدیریت راهبردی جادههای جنگلی شمال کشور از نظر کارشناسان حفظ بخشی از شبکه، توسعه مسیرهای آفرود گردشگری و نظارتی و حفاظت و بهرهبرداری مستقل از جاده (پهپاد و بالگرد و سیستمهای مخابراتی) است. در این پژوهش وزن عوامل خارجی (46/2) بیشتر از وزن عوامل داخلی (36/2) بود. نمرات نهایی بر روی محور وضعیت چهارگانه استراتژیک تحلیل SWOT کمتر از 5/2 است، لذا باید راهبرد تدافعی اتخاذ گردد. هدف از این راهبرد کم کردن نقاط ضعف و پرهیز از تهدیدات است. در واقع چنین سازمانهایی میکوشند برای حفظ بقای خود از فعالیتهای خود بکاهند. نتیجهگیری: بر اساس یافتههای تحقیق حاضر ایجاد دسترسی به عرصه مهمترین نقطه قوت و نتیجه مطلوب مدیریت راهبردی شبکه جادههای جنگلی شمال کشور است که فرصت حضور مداوم و حفاظت به موقع از جنگل را فراهم میسازد. اتخاذ استراتژی تدافعی و برطرف کردن نقاط ضعف با تأمین منابع مالی برای احیا بخشی از شبکه جادههای جنگلی و اجرای رویکردهای دیگر و حذف تهدیدهایی چون برنامهریزی نادرست، هزینه گزاف و هدررفت سرمایه میتوان به اهداف مدیریت راهبردی جادههای جنگلی شمال دست یافت. در پایان میتوان اذعان داشت که SWOT-AHP ابزاری سودمند برای تصمیمگیریهای منطقی با در نظر گرفتن تمام عواملی که بر آن تأثیر میگذارند، است. | ||
